Site Plan for proposed Pueblo State Park Memorial Day Celebration
Primary Date is Saturday May 24th, 2008 with a rain backup date of Sunday 25 May 2008.
Display Planning and Preparation
Approval. The outdoor display of fireworks should be conducted only when and where approved by the authority having jurisdiction. To the extent required by the authority having jurisdiction, written documentation describing the location and operation of the outdoor display should be submitted by the display operator, sponsor, or both for review and approval by the authority having jurisdiction. The authority having jurisdiction should review these documents as well as inspect and approve the display site prior to issuing any approval to conduct an outdoor display.
The authority having jurisdiction is the Lake Pueblo State park rangers. Mike Dowd and assistant Brad Henley support this effort.
Revocation or Modification. The authority having jurisdiction can revoke or restrict any approval to conduct an outdoor display whenever conditions such as site location, weather, traffic, communication, security' procedures, available public protection, or other safety precautions make such action necessary to safeguard the health, safely, or welfare of the public.
Fire suppression. The authority having jurisdiction should determine the level of fire protection to be provided by the display operator, sponsor, or both for any outdoor display. Standby fire marshals, fire fighters, and fire equipment might be required by the authority having jurisdiction.
Display operator will provide:
A minimum of 3 10lb fire extinguishers, one at the operator table and one near each of the launch trailers.
4 hand held water pumps (2 gallon capacity)
A four man crew stationed at roughly the 4 main compass points and approximately 300 feet from the main launch area armed with the 2 gallon hand held pumps. The display operator may continue the show if small fires are being handled by the crews.
The capability to immediately stop new launch sequences.
No 5" shells or above are planned to be chained, however up to 5 may be chained fused.
No chained fuse setup shall exceed 30 seconds for 4" shells.
No chained fuse setup shall exceed 90 seconds for 3" shells.
No chained fuse setup shall exceed 120 seconds for 2.5" shells.
No chained fuse setup shall exceed 5 minutes for 1 7/8" shells. These 5 minute setups must have a 15 second delay extinguish point safely accessible by the display operator every 30 seconds.
The Lake Pueblo rangers will provide:
A brush pumper truck (500 gallon capacity) with a 350 gallon trailer and a knowledgeable crew.
3 maintenance trucks with 2 man crews equipped with shovels and other brush fire fighting equipment
one back pack type water fire extinguishers (2 gallon capacity)
The pumper truck shall be stationed OUTSIDE of the fallout area.
State Park employees will mow the grass in the fallout area the day before the event.
The display operator and the pumper truck crew shall pre-establish a signal, for the display operator to cease operation and to call in the fire fighting crew. The fire fighting crew shall wait for the operator to signal before entering the fallout area. It is possible that small shells may continue launching after the crew is requested. These shells pose little danger to the fire fighters outside of a 25 ft radius. At no time will the fire fighting crew enter that 25 ft radius until the display operator informs them that there are NO active chained shells operational. The display operator, and ONLY the display operator may attempt to disarm remaining chained charges at his discretion. The display operator will provide a safety briefing for park personnel before the show. Park personnel and ambulance personnel are advised to wear cotton or other fire retardant materials at all times.
Where ever any condition deemed hazardous by the authority having jurisdiction or the operator arises before or during an outdoor display, the display should be interrupted or postponed until the condition is corrected or the hazard is abated. Such conditions might include adverse weather conditions or crowd behavior.
Other Approvals. Public displays conducted at locations subject to multiple jurisdictions should be reviewed and approved where required by each applicable authority having jurisdiction.
The Pueblo airport manager, Pueblo FAA approach control,Denver Flight Service center and Swestern Region Bureau have all been contacted and appropriate NOTAM's have been scheduled. See Status.
Transportation and storage of fireworks, in particular interstate transit, should be done in accordance with the appropriate federal or state regulatory authority.
Kevin Sarni, the display operator holds a CDL with a HAZMAT endorsement. He also holds a Federal ATF license for the storage of class 1.3 explosives. Refer to Credentials.
F.3.2.1 Interstate commerce in fireworks is regulated in the United States by the Department of Treasury, Bureau of Alcohol, Tobacco, and Firearms (ATF). An ATF license is required to purchase fireworks classed as 1.3G explosives.
Kevin Sarni, the display operator holds a CDL with a HAZMAT endorsement. He also holds a Federal ATF license for the storage, purchase, sales and transportation of class 1.3 explosives. Refer to Credentials.
F.3.2 Public display in a harbor or on a navigable waterway should be approved by the U.S. Coast Guard or other maritime authority.
The Pueblo State Park folks also control the waterways here. Danny Lewis will check with the Park Manager (Mike Dowd) to see if one or more patrol boats can be made available the night of the event. The launch location for the fireworks will allow boaters access anywhere on the lake except for the two small inlets on either side of the peninsula where the fireworks are located. At no time shall boaters be allowed in those two inlets. It is advised that boaters remain about 100ft offshore for the best view.
F.3.3 To the extent required by the authority having jurisdiction, public display in the vicinity of a commercial airport or heliport should be approved by the Federal Aviation Administration or other aviation authority.
The Pueblo airport manager, Pueblo FAA approach control,Denver Flight Service center and Swestern Region Bureau have all been contacted and appropriate NOTAM's have been scheduled. See Status.
F.3.3.1 A Notice to Airmen (NOTAM) should be issued to alert aircraft operators of the location and time of the public display to avoid conflicts with air operations.

F.3.4 Where necessary, permission to close roadways, divert traffic, or restrict access to roadways or other public rights of way should be obtained from the relevant authorities.
The Lake Pueblo State Park rangers have promised 5 patrol cars and 5 troops for crowd control. They will be responsible for access control. Kevin M. Sarni, the display operator, will establish and maintain the safety area immediately around the firing area and the fallout area. Caution tape ( or equivalent) shall be used to indicated the fallout area. NOTE: The choice of site 1 has been made. See
Area Map and Fallout Area MapPark Ranger representatives have indicated that they could help place and provide (Tee stakes) for perimeter poles the night before the event. We will need roughly 50-60 poles, space 50 feet apart. Kevin Sarni will provide the Caution tape (3000') . These stakes are no longer required as the fireworks fallout area has been moved to be 450 feet North away from the Southern most point of the North picnic area. The gate shall be closed and no unauthorized individuals shall be allowed within the area behind the closed gates.
F.4 Proof of Insurance. The display operator, sponsor, or both should present verifiable proof of liability insurance of a type and amount deemed appropriate by the authority having jurisdiction.
Insurance certificate will be provided NLT two weeks prior to the event. Lake Pueblo State park and the Bureau of Reclamation will be named as additional insured. Additionally, all individuals provided by Mike Dowd and/or Brad Henley will also be listed as additional insured. Britton/Gallager in association with Lexington insurance are the underwriters.
F.4.1 Separate insurance coverage might be required for personal injuries or accidents arising from other aspects of the event. Insurance is intended to indemnity the operator in the event of an accident arising from the outdoor display.
Insurance arrangements are in process. They will be completed two weeks prior to the event. Insurance certificate will be provided NLT two weeks prior to the event. Lake Pueblo State park and the Bureau of Reclamation will be named as additional insured. Additionally, all individuals provided by Mike Dowd and/or Brad Henley will also be listed as additional insured. Britton/Gallager in association with Lexington insurance are the underwriters.
F.5 Site Plans.
F.5.1 Public displays are often conducted at the same site annually or on a regular periodic basis. Plans can be reused or filed with the authority having jurisdiction for reference whenever an application is made.
F.5.1.1 The display operator, sponsor, or both should prepare and submit site plans to the authority having jurisdiction for approval. These diagrams should be drawn to approximate scale, should illustrate compliance with Chapter 3, and to the extent required by the authority having jurisdiction should contain all of the following information.
Display site — identify significant ground features, public rights of way, significant buildings or structures, overhead obstructions, parking areas, roadways, including access and control points and spectator viewing areas

F.5.1.2 Discharge Details. To the extent required by the authority having jurisdiction, diagrams should be prepared and submitted to illustrate the general arrangement and size of mortars and the location of shell storage at the discharge site. All shells shell be preloaded into mortars, there is no plan to manually load shells or manually fire shells during the show. All mortars 6" in size and below are secured in strong launch racks and the launch racks are secured to launch trailers. The display shall be electrically fired from a control table 100’ from the trailers and/or ground mounted mortars and ground displays. Fused chains may be used with the following restrictions. The capability to immediately stop new launch sequences.
No 5" shells or above are planned to be chained, however up to 5 may be chained fused.

The display operator reserves the ability to fire unfired shells after the show in lieu of transporting them back to his storage location.
F.5.1.3 Changes. Plans should be revised or updated as often as required by the authority having jurisdiction to maintain their accuracy. Any changes in site conditions between the time plans are prepared and the display is conducted should be brought to the immediate attention of the authority having jurisdiction and the display operator, sponsor, or both.
F.6 Operating Procedures.
F.6.1 Event Procedures. Where required, a description of the public display event should be prepared by the sponsor and submitted to the authority having jurisdiction for review and approval. To the extent required by the authority having jurisdiction, event descriptions should include the time and schedule of events, attendance estimates, and procedures for all of the following:
(1) Communications -
The display operator has a cell phone 719-337-8652. The Pueblo State Park officials, maintenance team, or fire safety crews may reach the operator via the cell phone in emergencies. During the show, the display operator will use light signals and voice communication to indicate that the fire crew is required. Reverse communication via these mechanisms is also possible. A test needs to be made at least two weeks prior to the shoot to make sure that cell phones work in this area. Cell phones do work at the launch location. Either a Park ranger or a maintenance man will be available to the display operator during the launch.(2) Weather monitoring –
Shall be accomplished via visual inspection and radio.NOTE:
The display operator has made emergency weather shelter plans for his crew and equipment. The shelter is located just outside the bridge on the road used to gain entrance to the park and the North Shore marina. If required the explosives may be sheltered there during adverse whether as long as the display operator has them under his direct control at all times.(3) Site security -
The area immediately surrounding the firing control out to the radius of the fallout area will be secured by the display operator and his crew. The Pueblo State Park rangers have provided 5 patrol cars and crew for additional security. NOTE: The choice of site 1 or site 2 on the Area Map has not yet been made. See Area Map and Fallout Area Map(4) Crowd control -
The area immediately surrounding the firing control out to the radius of the fallout area will be secured by the display operator and his crew. The Pueblo State Park rangers have provided 5 patrol cars and crew for additional security. NOTE: The choice of site 1 or site 2 on the Area Map has not yet been made. See Area Map and Fallout Area Map(5) Emergency forces notification, first aid and emergency medical services –
The Pueblo State Park rangers have communication capability with nearest first aid, medical and fire resources.(6) First-aid fire fighting –
A minimum of 3 10 lb Class A fire extinguishers and 4 – 2 gallon hand held pump type fire extinguishers will be available to the display operator and crew. Additionally, a 350 gallon tanker trailer and associated 500 gallon fire fighting pumper truck and three maintenance trucks with fire fighting tools will be on hand. An EMT is generally available as part of the ground crew.F.6.2 Firing Procedures. If required by the authority having jurisdiction, operating procedures should be prepared and submitted to (he authority' having jurisdiction for review and approval. Where required, the operating procedures should contain all of the following information:
(1) Identification of operator

(2) Copies of applicable display personnel licenses, permits, or certificates of fitness -
The display operator license, permits and medical certificates have been made available to the Pueblo State park Rangers. Refer to Credentials.(3) Description of the firing method

F.6.3 Termination Procedures. If required by the authority having jurisdiction a description of the procedures to be taken upon completion of the outdoor display should be prepared and submitted to the authority having Jurisdiction. Where required, the termination procedures should contain all of the following information:
(1) Procedures for inspecting the discharge site and fallout area for any defective or unexploded fireworks.
The display operator and his crew and any available volunteer rangers or maintenance crew members will "walk" the entire fallout area in search of "duds". When a "dud" is spotted, it will be brought to the attention of the display operator. Under no circumstances shall any individual, other than the display operator, approach and/or dispose of unfired fireworks. NOTE: The choice of site 1 or site 2 on the Area Map has not yet been made. See Area Map and Fallout Area Map(2) Procedures for disposing of defective fireworks and fireworks materials.
The display operator shall soak unsafe defective fireworks and is responsible for the safe transportation to a suitable disposal location.F.6.4 Emergency Procedures. Where required by the authority' having jurisdiction, emergency instructions should be prepared and submitted to the authority having jurisdiction for approval. If required, these procedures should include all of the following information:
(1) Description of the means of alerting staff of emergencies –

(3) Identification of the means of notifying public emergency forces.
The sponsor, the display operator or any crew member may request the Pueblo State park authorities to contact emergency resources via communications covered above. Rangers will follow established emergency procedures as required.F.6.4.1 Where required for safety by the authority having jurisdiction, a public address system should be provided to ensure the timely and effective notification of spectators of conditions affecting their safety'. Public address announcements should be used to ensure an orderly spectator response.
Pueblo State park Patrol cars are equipped with PA systems and radios.
The following are all situations that can be anticipated at an event of this type: Rangers will follow established emergency procedures as required.
(1) Fire
(2) Medical emergency
(3) Vehicle accident
(4) Crowd disturbance
(5) Adverse weather conditions
